Smart cities development relies on information and communication technologies (ICTs) to improve all urban aspects, including governance, economy, mobility, environment. The is usually associated with several challenges negative effects. This study revealing ICTs by firstly conducting a comprehensive literature review identify the that are most ICTs. Then, questionnaire survey was distributed among Saudi population their expectations, perceptions, concerns smart city concept services. also investigated identified from review, security risks, privacy violation, incompatibility, digital skill gaps. Consequently, semi-structured interviews were conducted perceive reasons for incompatibility between different systems gaps public. findings show likely risks violations, which due increase in vulnerability, potential attacks, lack of public awareness regarding personal data protection. services arouses worries expected high cost difficulty adaptation utilization. Moreover, arises members have low education level or elderly persons.
